Is there a greater willingness to sign up for income redistribution programs from one state to another? by Daniel J. Mitchell

The Center for Immigration Studies recently put out a study arguing that immigration has had negative effects on California. One of their measures was a comparison of how many people in the state were receiving some form of welfare compared to other states. I found that data (see Table 3 of the report) very interesting, but not because of the immigration debate (I'll leave others to debate that topic). Instead, I wanted to get a better understanding of the variations in government dependency. Is there a greater willingness to sign up for income redistribution programs, all other things being equal, from one state to another? The "all other things being equal" caveat is very important, of course, since the comparison produced by CIS may simply be an indirect measure of the factors that determine welfare eligibility. One obvious (albeit crude) way of addressing this problem is to subtract each state's poverty rate to get a measure of how many non-poor people are signed up for income-redistribution programs. People who call themselves classical liberals today tend to have the basic view of rights and role of government that Jefferson and his contemporaries had. Moreover, they do not tend to make any important distinction between economic liberties and civil liberties. The Bill of Rights proclaims that individuals have "rights." But what does it mean to have a right? Are some rights fundamentally different from others? Americans voted for "change we can believe in" not the dismantling of the capitalist system in favor of a state run economy. Many independents and Republicans said in justifying their support for Obama in the belief that he was a pragmatist not an ideologue. He would use the smartest people to come up with the best solutions to the problems facing us. Those of us who said he was a leftist radical were ridiculed. But actions speak louder than words. All this has made me conclude that the Left had the right idea about protest. They have always been better at it than our side. It's a group thing. Conservatives prize individualism. So it is against our nature to do this. But we can learn from their success. The Left now controls the government. The radicals that were the counter-culture are now the establishment. Therefore conservatives must create a "culture of resistance" and become the counter-culture. We must resist the authoritarian system. We must call for "freedom". We must demand choice in health care, freedom from taxes that fund programs we don't agree with and freedom to celebrate the religious heritage of our country. We must also say loudly "you don't speak for me" when the President does not put the national interests of the United States first! Our "culture of resistance" must be an aggressive constant thorn in the side of the new radical establishment. 04/14/09: The Department of Homeland Security is warning law enforcement officials about a rise in "rightwing extremist activity" by Audrey Hudson and Eli Lake, Washington Times

A footnote attached to the report by the Homeland Security Office of Intelligence and Analysis defines "rightwing extremism in the United States" as including not just racist or hate groups, but also groups that reject federal authority in favor of state or local authority. "It may include groups and individuals that are dedicated to a single-issue, such as opposition to abortion or immigration," the warning says. The document says the federal government "will be working with its state and local partners over the next several months" to gather information on "rightwing extremist activity in the United States." The FBI was quoted Monday as saying that, since November, more than 7 million people have applied for criminal background checks in order to buy weapons. Mark Potok of the Southern Poverty Law Center added that he was generally pleased with the report. "Basically, the report tracks fairly closely with what we have been saying for some time now.
